Constant Content

When an article is written in response to a public request, do we have to first submit the article to the constant-content website, for it to be checked, or do we submit it directly to the customer?

When registering as an author we are asked for our paypal account, and my question is do we write our account name from paypal, or the email address we use in my paypal?
