My own (short) experience so far is that I submitted my first two articles on May 29th. They were reviewed (and accepted! I'm so stoked!) today, which was pretty close to 7 business days. You can do public requests. You simply have to select the correct options in the general submission form. This is what I did for my first two articles. I haven't seen that rule. Actually, one of the more successful writers here recommends posting articles in their entirety, which is what I've done on my own submissions. Would you mind linking to the rule?

Agree with Celeste, though I like the cadence of "custom graphic design . . ." better for some reason, so I'd swap those two in her example.
