I have had the same client lowball me on two different articles. I have accepted both times but no consummation of the deal. Does he have to accept a second time? If anyone knows....

I accepted an $8 offer on $14 dollar article but the payment has not been made. It has been three days. Is this normal? Also, I understood that once I accept, the buyer is obligated to pay. Is this fact correct?
