A customer contacting an author for work outside of CC is prohibited, so I would imagine that advertising our personal websites would be discouraged.

I believe it's to do with the Writer's Pools, but may be wrong. They have been specially approved to write on topics within those categories. You can only be invited to join the Writer's Pools once you have submitted a number of articles without rejections.
