Either one. Even if you've published it somewhere else, you can still sell it on here for usage rights only. Just not the other two. And as long as you haven't sold something elsewhere, or for unique/full rights here, you can sell it multiple times for usage rights.

The only article I've sold so far had 50% posted, while other articles I've submitted have 60% or even 100% (for one) posted. It could just really depend on what the customer wants and whether he thinks he understands what the article is like from what you've posted. But I haven't been here long, so...
