What is the difference between a public request sent to your email address and a private request found in the form when you try to submit an article?

I am trying to submit an article but it keeps telling me to "check titles" I changed title several times but still the same. The title of the article is "offshore banking". What am I doing wrong?

I am new at cc and I was trying to submit an article. My question is how do I know if my article that I submitted has been received. I did the instruction but there was not information if my article was received or not.
