I think that means within the article itself. More than two problems with explaination would equate to "consistent" within a shorter (less than 1500 word) article.

It often appears that the understanding of the reader and the usefulness of the information is not fully considered upon final draft. Just because an article is short does not mean its supporting elements can be weak. Overall, many of these articles should be given more consideration/time before they are submitted. It all comes back to the old "clarity" refrain.
