Help twice rejected

Hello,
I am new to CC and am not sure why my second article, Book Review of The Zimmerman Telegram, has been rejected.
Both emails indicate;
Submission does not follow our guidelines. Articles that do not follow our guidelines cannot be reviewed. Please make a check list for yourself to make sure that each of our requirements is met upon submission of your article.

I can't figure out what part of the guidelines I have not followed.
Help!
