Submitted an article about Interview Technique: Telephone Interviews and it got rejected for promotion. I'm sure there was none in the article, but in the description I may have said something about having other articles along the same theme. Does this count as promotion and is that why it was rejected?

Yes. We do not accept submissions with promotional language anywhere on the submission form. This is described in our guidelines.
