Please tell me why my article was rejected

I submitted an article less then an hour ago and I've already got a message from you that it has been rejected. Your reason for rejection is very vague and, as far as I'm concerned, I can't understand which part of your guidelines I haven't followed. Please could you give me a more detailed explanation of why it was rejected. Thank you. The title of my article is "Working for the Federal Government - Skills and Qualifications Needed"

Another writer suggested making a checklist for articles when they are rejected for guidelines:

"Make a checklist for items such as:
Punctuation, grammar, spelling
Introduction
Conclusion
Well organized and clear
Useful information
No first person/fiction/poetry
No derogatory remarks
Short summary
Long summary
Title capitalized properly
Paragraph spacing
Font
File type

Then go through each checklist item (I may have missed a few, so base your checklist off the guidelines) and check your article to be sure it conforms."
