This paper vs. this article

What is the difference between writing this paper and this article in the short summary or introduction to the full length submission?
My article was rejected because I wrote this paper. However, I see approved submissions using this article. Please explain.

Papers are more academic. Anything submitted here would be considered an article. That's my guess anyway. Easy to change right?
