Requested Work Table of Contents

This is a trivial question I realize, but my curiousity is getting the better of me. How, or in what order, does the Requested Content main page (the table of contents) re-sort itself on each view? The categories with more than one request stay on the top, but the categories with only one listing are shuffled with each viewing. I can't find a pattern and sometimes I get lost trying to remember which request I've viewed and those that I haven't.

I should be working, I know.
