If I have written one article on the public request, how do I respond to it...Do i still follow the same procedure of submission of article.

Yes, submit it as an article the usual way. When it is approved, you can pull up the request, go to the Q/A section, write a little note, and direct the requester to the article you have written. There is an option on the bottom of the form to lookup and attach the article you have written.
