How To Answer A Public Request ?

Spent about an hour looking for the answer to this question, and would very much appreciate being pointed in the right direction.
I found the list of 'Public Requests' and have three articles prepared this morning for them.

But how on earth do I do it ?

I am relatively new, and have read the FAQ's and just about every other page on this site. Did search the forums too, when I eventually got in !

Could someone also please let me know how the Public Requests system works ? Supposing the requester gets more than they want ? Do they just pick the ones they like the best ?
