Changing the Title of an Article

If an article has been submitted for review and we realize a different title would be more appropriate, can the title be changed without having to delete and resubmit the article? (which I assume would move it to the bottom of the que)

Also, if an article has ALREADY been approved and we want to change the title - does that move us back to the bottom of the que?

In this case, it would be easier if you just tell me what title you would prefer and I can change it upon review.
