problem submitting to a public request

problem submitting to a public request

I'm attempting to submit an article for a public request. The minute I click on Public Request, the submit button turns blank. If I try to click on it, nothing happens, even though all of the boxes are filled in and the proper public request is selected. Does anyone know what's going on?
