Public Content Requests

I apologize if this has already been answered, but I can't sem to find it anywhere. Why are requests up from so many months ago? Does this mean they are still accepting articles? And for my own clarification, to respond to requests, we write the article, wait for it to be approved, then attach it to the questions/message part of the request? Then we'd find out if purchaser will buy our article? Thanks for any advice you can give!
