When I have written for a public request, I have normally heard nothing back during the three day period. In one case, I received an e-mail saying "Article Declined."
Does that mean that those other articles weren't read by the person who made the request and simply expired? If so, why don't I receive the notice of that each time it happens?

I believe that there's an option for public requesters to formally "decline" the article, in which case the message is generated. Since that requires action on the requester's part, I'm guessing not too many bother. They simply ignore the articles that they're not interested in and move on. It's alarming to receive one of those at first because it's so rare. I remember my first.
