Recieved email said public request is that for everyone?

I recieved an email that said I had a public request does that mean that I'm the only one who was notified by a website for writing material or did everyone recieve it? When public requests are emailed are they always emailed to everyone or do people actually get public requests only for them?

Public requests are for everyone. Private requests are for certain writers specifically.
