I read the required format. Am I allowed to use bulleted and numbered lists?

You can, but any list items/bullet points must be thoroughly explained and follow writing standards, including sentence structure, capitalization, etc. Articles that are simply lists are not generally accepted.

Also, make sure that the required space is in between each numbered or bulleted entry. Word seems to have a problem with doing this, so pay close attention to it. Without those spaces in between you could wind up with a rejection instead of an accepted article.
