One thing I don't get.

Newbie question. One thing I don't understand is that in the list of assignments some people only need 1 article but even after I submit mine, the job is still in the list. So what happens? Do a bunch of people submit an article and the provider gets to pick which ones they like? Like a competition? So if you worked on something for 2 hours and submit it and it gets approved, it is still likely that you won't sell it to that specific person?

Yes.
The requester can pick and choose, but the thing is, those excess articles often sell in short time to other buyers. If the subject is hot, those other buyers will be looking for it. The requester has a few days (I think it's three) to pick and choose before the article if offered the the community in general. The two hours you spent writing for that request may not be wasted and usually isn't. It could sit a few days for months, but odds are it will sell eventually.
And by the way, many of the articles here are written without requests. Work on building your profile as well as submitting to the odd request. There are some writers here who ignore the requests, write what they please and are successful. That's the joy of it. You can decide for yourself. Think of CC as a brokerage and build your profile. It's unlike any other writing site on the Internet.
