A customer said he is unable to send me a best offer

I received a PM from someone who claims he is unable to make an offer on one of my articles. I checked to make sure it is set at best offer, and it is. He says when he tries to send an offer, it comes back as $0.
Is there a common cause or mistake when this happens? I told him I'd get back to him. His offer is fair, so I'd like to take it.
