Okay to Submit Message Inquiring if They Are Purchasing?

Hi guys,
I submitted an article in response to a public article request last week. The person made me an offer to purchase the article at a slightly lower price, which I accepted. They still have not purchased, and I'd rather have the article back in the "pot" if they are not going to purchase.
I have a few questions:
1. Does the offer acceptance "time out" after a certain period of time? Is there a standard for when authors usually take back the acceptance so others have the chance to buy it?
2. Is it okay to submit a message to the potential buyer through CC asking if the person is still planning on buying? It makes sense to me since they were clearly interested when they made the offer. Sort of a "gentle nudge" as a reminder
