best offer

Hi, I'm still new to CC and learning the ropes.
I'm confused by the "best offer" option. If you check that, it seems that
you shouldn't put any amounts in the usuage and other rights fields, since
you're saying you'll accept best offer and therefore have no room to bargain.
So it seems an unsuitable thing to do for public content request where you
have some idea of what requestor wants (although I find many requests
confusing and self-contradictory.)
If somebody buys for a $1 and that's your only offer, that's your best offer
and you must accept. Right?
It seems like there should be some way to bargain with the buyers.
What am I missing?
