Three article limit

Thank you to those who are helping out a newby. I'm having another problem that I need to ask about.

I uploaded some articles to start and had one approved. I changed my mind about that one and deleted it. Now I tried to upload more articles and I got the message again about the three article limit until an article is accepted. Shouldn't my account be okayed for more articles at this point? Or does the accepted article have to be in the system before it will recognize me?
