Okay 12pt times new roman........wait what about the title?
Does the title have to be 12 pt times new roman? And the content of the article will start after one space line from the title right? Forgive me for giving out question for specific answers, I just don't want my article to be rejected.

Yes, the title should be the same. No need to make it larger or bold it or anything. Here's what I do:

I use my own heading 1 style for titles. They've always been approved - so far.

I use 12pt TNR everywhere. Seems to work so far.
I'd say as long as you're following the spirit of the guidelines, it's all good.
