Waiting Status - Over a Week

I have an article that has been in waiting status for more than a week... should I continue waiting or is it likely it is trapped there and may not be paid for? I do not want to email tech about it since they have answered the question a few times... but it seems it has been stuck there for quite some time....

I usually wait a week or a little while longer and then email tech support. They have to manually put it back in the queue. It happened to me a week or so ago. CC tries to ask the customer if he still wants the articles, but sometimes they don't respond.
