bio before public request submission?

Greetings ... Newbie here. I checked out public requests and saw some I'm quite interested in. But should I create my bio first? Time seems of the essence to respond immediately to public requests -- ergo my question. Thanks.

Hello, and welcome aboard!
Why not get an article written, if you see a good request, and put your bio together while waiting for the article to be approved?
Review times by the editors here can vary quite a bit, sometimes, so don't get discouraged if you don't hear from them within a day or two. One of mine was written, proofread, submitted, approved, and sold all within four or five hours. Another one took more than a week before it was reviewed. I haven't been here long, but I gather that the review time depends on how large and complicated the backlog is.
As a result, if I were you, I'd get the time-sensitive request written, proofread, and submitted for review first. (Hint: proofread carefully.)

You will be judged on the quality of your writing, not the bio.
