If an article says 600, without giving a range, should I assume that's a minimum or ... ?

If it's a request, I'd try to write the article in the general range of 600 -- 580, 620, 650 would all work for me. As long as you're close and the article isn't filled with fluff or cut short to meet the desired word count, you should be fine.
