How do you format biblio/sources?

Hello again forum!
I can't seem to find an answer to how (or where) to list references, or a bilblio, or sources in our articles. I know how to format the source, but I don't know where to put it (i.e. do you just write "references" at the bottom of your article and list them?). I don't want rejections over this. I've found threads discussing that you can include sources. However, nothing on the specifics. Does anyone know? I emailed support about this, but haven't gotten a response. Also, how would you format websites used as a source? For example, how would you cite a page on IRS.gov as a source or reference?
Thanks so much for your help.
David
