Capitalization Question

How do I capitalize words if I'm dividing a compound proper noun?

"The European Union picks cities that reflect the Union's values"
or
"The European Union picks cities that reflect the union's values"

or is poor writing to phrase things this way? Would
"cities are picked for reflecting the European Union's values"

be best?

Your last sentence uses passive voice, and the first sentence would be incorrect capitalization since "the" union is not a proper noun.

I'd select either the way you wrote the second one or "The European Union picks cities that reflect its values"
