Content requests ... how to reply?

Hi! Another question ... when new content is listed for many writers to respond to, how do I take the next step to get the details needed to write the article? I just go to Q&A, express my interest, then click Post Message? How soon does it usually take to receive a reply? And I guess what I'm really asking is, how long before I don't receive a reply and know the requester's offer is fulfilled?
