What is acceptable to submit to client via Q&A?

I'm aware that once an article is written and accepted, I can submit a post to the client via the Q&A in response to the request along with a link to the article.
But before writing the article, is it accepted to post a message to the client stating my intention to write a certain topic that is listed in his/her request? For example, a client submits a request for photography-related articles and then lists 5 or 6 actual article topics that he wants articles for, like "Film Development", "Creating a Studio", etc. Can an author post a message to the client and state that he/she is interested in writing the "Film Development" article?
