Apostrophe use

I note that in many of the articles I read a quotation mark is used in possesive words instead of an apostrophe. Can somone explain?

It's a strange gremlin that happened when they switched from the old site to the new site. It's very funky and annoying. The "s are not present in the actual MS Word attachments but they do appear on the text display. I have added notes explaing that in my own articles that have this fluke in the hopes customers will realize their final product is correct. . . . but it is annoying. I don't know why but it did happen during the conversion. To top it off, it's intermittent. Some have the "s others don't. :roll:

With new submissions, you don't need to worry about it. Ha, it's not some new style or anything :)

Yeah, I noticed that too, and thought it odd for that same typo to be made by so many different people.
