allowed to submit previously published article?

hello!
i want to know if an author is allowed to submit for Usage articles that he/she has written but have been previously published elsewhere on the Web?

I have two articles accepted that I'd previously published elsewhere. I only allow usage rights for those.

If you plan to submit an article that was published elsewhere under a different name or penname, please make a note to the editors in the short summary stating the other name and where it has been published. Thanks.

I made note of previously posted article, gave my name as published under, and included that it was fnasr (which means first north american serial rights - so copyright stayed with me.) But one of my articles was rejected by CC for a mispelling: fnasr !!!! So i just use 'first rights' now and trust that the buyer be informed enough to understand!

Now I am confused. When you refer to long summary are you referring to content details?
