Minimum price

I see a bunch of articles in the recently sold list at use rights for $1 each, or even $0.50 in one case. I thought the minimum price that could be offered was $7. What's going on?

The minimum price was put in place a few years ago, but there are still some articles available from before then that were priced under $7. The ones that just sold were posted before the minimum price came into effect.
