Let's say I write a restaurant review and get it accepted by CC. If I don't offer full/exclusive rights, can I later put that piece of writing on the Web myself? Just a weird exception that I didn't see accounted for--unless CopyScape is able to freely travel the time/space continuum.

This has nothing to do with Copyscape, and everything to do with the terms of the licenses.

You may publish elsewhere if you ask Usage Rights only.

Yes as long as you do not have a unique or full rights license listed.
