Problems responding to requests

I was trying to post in the request forum because I wanted to submit an approved article for consideration in response to a request that was made. Every time I tried to submit, I received an error message telling me that I was not logged in or that I was not authorized to use the feature. Does anyone on here know exactly what that means? Thanks.
