If the Public Request lists that 4 documents are needed (all listed under one public request title), then am I correct in understanding that the desired word count is for each document, respectively? And what about the price listed? Is that for each document, or for the whole package?

Usually, the desired word count and price are per document. You have to use your judgement and intuition. But, for the most part, yes, it's per doc for both.
