Writer's FAQ - where is it, please?

I am brand new and very confused. I will start with a major question:
The link under the Writer’s Forum that is labeled ‘Writer’s FAQ’ actually connects to a customer FAQ. Where can I find the actual Writer’s FAQ? Thank you.
