Private Request Not Showing

I'm having trouble submitting some private requests.

The client sent over four separate private requests, all with the same title but different instructions. I've submitted the first one without an issue. When I go to select a category, though, the system shows only one request. (I click "Is this for a request? - Private Request." Then, the next box shows. The only item in the drop down menu is "1 of 1 submitted."

How do I submit the other three private requests?
