Can we use section headers in our articles?
Should we include or leave out in-text references?

Yes, you can use section headers. Also, references in the text are fine and add credibility. For example, instead of saying "X percent of students fail. . ." say "According to the U.S. Department of Education, X percent of students fail. . ."
