Submitting for Private Requests

If someone publishes an article stating "this content is for so and so only", what's to stop someone else from attempting to buy the content? Is there a system in place to prevent this?

Some sort of system was briefly implemented, but I'm not sure it worked out. I'm certain this will be revisited in the redesign. There have been problems with this in the past, which is why authors are so adamant about identifying the customer in the short summary.
