Question about "Best Offer"

I'm sure this has been asked before, but I truly cannot find it. When you submit an article as "Best Offer", do you have to accept what is offered, or can you just wait for a better offer?

It's my understanding that you can decline an offer if it's too low.

I just had my first one last week, and there is a drop down box, that should let you accept or decline. Then the ball bounces back to the customer, and they get to decide if they want to continue finnagling.......YES THAT IS A WORD.....IT IS A WORD BECAUSE I SAY IT IS!! :) Probably should've just used "Haggling".
