A customer said he is unable to send me a best offer

I received a PM from someone who claims he is unable to make an offer on one of my articles. I checked to make sure it is set at best offer, and it is. He says when he tries to send an offer, it comes back as $0.
Is there a common cause or mistake when this happens? I told him I'd get back to him. His offer is fair, so I'd like to take it.

In the meantime, why not change the price manually and let him know the article is now available at his desired price? That way he can buy it right away without worrying about the tech support side of things.
