Hi,
I just submitted my first article and it was rejected with the following editorial information: "The long summary must be an excerpt from the article -- and at least 1/3 of it."
My long summary was exactly 1/3 of the original article, rounded up to the nearest word. Of course, the entire submission was deleted upon rejection, so I can hardly prove it. Should I just resubmit or am I missing something? I am certain the summary was the correct length; I even used a calculator to figure it out.

I would resubmit it and include much more of the article, especially if the article is fairly short. I don't think the editors use calculators to determine whether they think the long summary shows enough. Make sure that there's enough to give the customer a solid taste of what the article contains. For example, if the article is only 300 words long, a "long summary" of 100 words would technically meet the 1/3 requirement, but really 100 words doesn't provide much insight.

I don't think the system will even allow it to be submitted unless it is at least 1/3. Look for the green check mark next to the long summary box. This will show when you have enough of the article in the submission box. Did it come back immediately after trying to submit (in other words, wouldn't let you submit it) or was it reviewed and sent back by the editors? If it allowed you to submit, but came back from the editors, it may be that you uploaded the wrong file. I did this once...my uploaded file and long summary were different articles.

Yes the system will not let you do less than 1/3 of the stated number of words. Sure sounds like the problem is that your summary and your document do not match, with the 1/3rd comment just an aside.
