Writer Pool question

My understanding is that a member of the writers pool can have an exclusive opportunity to provide requested material for the requester. I assume that there is no guarantee that the customer will purchase, and that the article goes into the catalog after a certain period.

Is my understanding correct? If so, do articles enter the general catalog 3 days after the deadline, or is the time frame different than it is for public requests?

Also, can anyone offer insight about how often writer pool requests do or don't sell?

I think it's the same, just a smaller pool of people to choose from.
