How to submit an article for a public request?

How do i submit an article for a public request? earlier when we choose "Public request" then a drop down menu appears containing all the topics and we can select the option from the list but now there is no menu to choose from.

I just tested it out, and what you need to do is select "Public Request" from the drop down and another dropdown box appears. Right under that box is a category dropdown. If the dropdown doesn't appear, my suggestion is to try another browser. It works in Chrome.
