HTML on submission page?

When submitting an article, can we use HTML tags in the short summary and/or content detail fields of the submission page to allow italics and other formatting?

Just wondering--thanks in advance for any replies!

We prefer not, unless it's a text doc and requires them in lieu of actual italics, etc.
