advertising to requestors

I took a break for a bit, but now that I am back I see that people have once again started posting notes about articles that are due to be approved. I always liked doing that, but I refrained because I thought that we were not supposed to. Is that being allowed once more or are people breaking the rules?

They are breaking the rules. There have been several new people submitting articles recently. Maybe they haven't yet noticed the warning.
